i'm sure Ward the Amazing already has the answer to your bonus question sealed hermetically in a cylinder suspended in an argon gas tank 35 miles beneath the surface of the earth, but i'm going to go out on a limb here and guess that the leader's jersey skinsuit material wasn't sexy enough for Team Disco who makes their jerseys out of a rare secret blend of air-friendly exfoliated Carl Lewis skin and Dupont Nylon. What do i win?
Maybe next year we'll do the TdG plus a Classics Competition. If i charge enough, i can quit my day job.

I'm guessing you're probably right on the jersey...just didn't think it was that because for the most part, it looked like a "standard" short sleeve jersey (relatively speaking) as opposed to a skin suit or something.
Since there were no other answers submitted...and I don't have a better one...your price is in the mail!
